The City of Beaver Dam and its assessor, Accurate Appraisal LLC, works to maintain equitable property assessments. They also serve as an informational resource to the community about property tax matters. Conducts and oversees all legal business for the City of Beaver Dam. The City Attorney's office prepares or provides:

  • written legal opinions, which are filed in the City Clerk's office.
  • drafts of ordinances, resolutions, bonds and other legal instruments.
  • examinations of city tax documents, including tax and assessment rolls, documents from tax proceedings such as the Board of Review, and similar or related documents.
  • agenda language to ensure compliance with Wisconsin's open meetings law.
  • prosecutorial functions arising out of violation of city ordinances and/or state laws.
The City Attorney may also:
  • appoint an Assistant City Attorney who has the power to perform the City Attorney's duties and for whose actions the City Attorney is responsible.
  • employ and compensate Special Counsel to assist in or take charge of any matter in which the city has an interest.
The City Attorney's office does not resolve civil matters which arise from time-to-time between neighbors, nor does it do private legal work such as real estate or family law in its role as City Attorney.
 
 

 

The City Clerk's office provides citizens access to government, administrative support to elected officials and other city departments, and employment opportunity data while contributing to the efficient operation of the city.

The Common Council of the City of Beaver Dam consists of a Council President and 13 alderpersons, each elected to represent one of fourteen wards. Alderpersons from even-numbered wards are elected in April of even-numbered years, and alderpersons from odd-numbered wards are elected in odd-numbered years. All terms are for two years. Committees of the Common Council are made via aldermanic appointment; all committee assignments are for one year. It meets on most 1st and 3rd Mondays at 8:00PM in the Council Chambers of the Municipal Building, a fully-accessible facility.

Beaver Dam's 151 Business Park is a brand new, 200-plus-acre corporate park development on the city's far north side, with Highway 151 for its east border. The park will provide large-scale facilities on the property they need for new immediate development and land for the future.

The Engineering Department plans and supervises construction of a wide variety of municipal public infrastructure projects within the City. The Department provides information to developers, contractors, consultants, other city departments, and the general public in support of a range of development and construction projects.
 
As the city's planning agency, it also administers the city's comprehensive plan, supports its Plan Commission, and is responsible for a range of ancillary services, such as site drainage plan reviews, traffic studies, construction site erosion control plans, and similar functions. The Department also manages city mapping, facility records, and related information.
The Finance Department is responsible for providing professional financial management services as required by state statute and city ordinances. It conducts a range of financial functions as directed by the Common Council, the mayor, and the Administrative Committee, including treasury, finance, budget, and property tax operations. 
 
The department's principal objectives include:
  • maintenance of a sound credit rating in the financial community.
  • use of prudent financial management practices.
  • preserve the fiscal health of the city.
  • provide knowledgeable courteous customer service to its customers.
  • accurately record financial transactions and provide centralized accounting services to City departments.
  • verify the public purpose of and compliance with municipal ordinances and budget documents.

The department prepares audited financial statements annually which summarize the city's financial condition.

General duties. The health liaison under the supervision of the Local state health officer shall:
 
(1) Maintain continuous sanitary supervision over his territory.
 
(2) Promote the spread of information as to the causes, nature and prevention of prevalent diseases and the preservation and improvement of health.
 
(3) Enforce the health laws, rules and regulations of the state department of health, the state and the city including the laws relating to contagious diseases contained in Wis. Stats. ch. 252.
 
(4) Take steps necessary to secure prompt and full reports by physicians of communicable diseases and prompt and full registration of births, deaths and marriages.
 
(5) Keep and deliver to his successor a record of all his official acts.
 
(6) Provide report to the to the City council on health matters as they may request.

City of Beaver Dam Common Council meetings are broadcast live on City cable channels
97 and 994 beginning at 8:00 pm on the first and third Mondays of each month. 
  
 

A Building Permit is required for any new building, addition, interior remodeling, (kitchen, bathroom, basement, bedroom etc.) deck, porch, pool, sign, shed, garage and fence.  A site plan with construction plans will be required.  Please call for more information.

Permits are not required for siding, replacing windows or doors that are the same size or residential re-roofing. (if changing the pitch or replacing trusses, a building permit is required.)

It is the property owner's responsibility to find the property lines, a surveyor will need to be hired if you cannot locate them.

Wisconsin Inspection Agency, provides complete inspection and zoning administration services for the City of Beaver Dam, including all Uniform Dwelling Code categories and commercial code compliance work.

Mayor Rebecca Glewen discusses the City of Beaver Dam is currently governed on a self imposed resolution that limits annual borrowing for equipment purchases and building and infrastructure projects.  The Mayor has proposed the city exceed the limit to allocate funds for a capital improvement plan that includes road repair, revitalization of the downtown, equipment purchases, splash pads, park needs, boiler replacements etc.

The Municipal Court rules upon complaints brought before it by police officers and private citizens. It is a multi-jurisdictional court, covering both the City of Beaver Dam and Beaver Dam Township.
 
Complaints are prosecuted on behalf of the State of Wisconsin and for violations of municipal ordinance; the court handles matters involving motor vehicle and traffic law, municipal ordinances and quasi-criminal offenses such as assaults, drug offenses, thefts, retail theft, harassment, trespassing, and similar infractions.
 
Court office hours are Monday through Thursday, 8:00 until 4:30. The court office is closed daily from 12:00-1:00. The court is located at 123 Park Avenue. 
 The City of Beaver Dam Parks & Forestry Department is responsible for the:
  • daily operation and maintenance of 21 city parks, which includes almost 300 acres of park lands and related facilities
  • city's urban forestry program (forestry operations include trimming and removal of city-owned trees and the City Forester may order removal of private trees if they present a hazard to public safety)
  • facility support for recreational programs & community functions
  • pier operations at the city's aquatic and lake facilities

The personnel office conducts or oversees a wide range of human resource functions include recruitment, compensation, benefit administration, wage studies, official records, and similar functions. It participates in and supports the collective bargaining process with city employee unions, it keeps the city's personnel policy and practices manual and its classification manual. The personnel officer also supports the Administrative Committee of the Common Council on all employment matters.
