About Us

The Finance Department is responsible for handling all aspects of financial administration for the city and consists of the following functions.
 
Financial Reporting - Year-end financial statements are prepared at the conclusion of the annual audit. Departments and the Common Council are given monthly interim financial statements in order to monitor actual revenues and expenses compared to budget.
 
Budgeting - The city budget is prepared on a calendar year basis. The process begins with the preparation of departmental budgets begining in July for review during each September and October by the Mayor and the Finance Committee. The proposed budget is normally completed by November and ready for a public hearing on the third Monday in November. Prior to the public hearing, copies of the proposed budget are available for review at the City Clerk's office in City Hall during normal hours. After the public hearing and Common Council approval of the budget and associated tax levy, property tax bills are prepared and mailed about the 2nd week of December.
 
Payroll - This area is responsible for preparing employee paychecks and is also responsible for payroll tax reporting.
 
Accounts Payable - The Accounts Payable area processes vendor payments for approval by the Common Council on the first and third Mondays of the month. Checks are normally mailed on the Tuesday following the Common Council meetings.
 
Accounts Receivable - This area is reponsible for billing and collection for services provided by the city other than sewer and water services.
 
Utility Billing - This area is responsible for the billing and collection of water and sewer utility bills.
 
Pet Licensing - This area is responsible for processing all license applications for dogs and cats in the city.
