Every owner of a dog and cat more than 5 months of age on January 1 of any year or 5 months of age within the license year shall annually or within 30 days from the date such dog or cat becomes 5 months of age, at the time and in the manner provided by law for the payment of property taxes, pay his dog or cat license tax and obtain a license therefor. No such license shall be issued without proof of compliance with rabies vaccination, as required in Sec 10-21 and Wis Stats § 95.21.

Number of Dogs and Cats Limited: No more than 3 dogs or cats or combination thereof shall be kept in or upon one residential unit or by one or more persons constituting one residential unit, unless the premises is licensed as a kennel per Sec. 10-16 City Ordinance. 

Kennels - As defined in Sec 10-23, the term "kennel" means any establishment wherein or whereon dogs are kept for the purpose of boarding, breeding, sale or sporting purposes. Any person who keeps or operates a kennel many in lieu of the license tax for each dog required by Sec. 10 apply to the City Treasurer for a kennel license for the keeping or operating of such kennel. For such kennel, the license tax shall be provided in Sec. 42-241 for the license year. With such kennel license, the Treasurer shall issue a number of tags equal to the number of dogs authorized to be kept in the kennel. The licensee of a kennel shall at all times keep one of such tags attached to the collar of each dog over five months old kept by him under a kennel license. Such tags may be transferred from one dog to another within the kennel whenever any dog is removed from the kennel. No dog shall be permitted to stray or to be taken anywhere outside the limits of the kennel unless it bears a kennel license tag and is on a leash, unless the dog is at show.

Sec 10-17 City Ordinance allows for an exception to Sec 10-16 limits. Any person desiring to keep or maintain any combination of pets in excess of 3 may apply for a pet fancier's license. Upon receipt of such application upon the form provided, the city's humane agent shall inspect the area in which the animals are to be kept to see if the number of pets can be so maintained in a manner that is clean, sanitary, healthful and nonoffensive to abutting property owners. Upon certification by the humane agent that a license for a specific number of pets may be issued, the City shall issue a pet fancier's license to such person in addition to the regular license for each pet and the fee therefor shall be as listed in Sec 42-241(20).
